About the Role
Re-retender — Request for Expression of Interest (REOI). Tsholotsho RDC invites EOIs from reputable and financially capable property developers, infrastructure developers, pension funds, financial institutions, consortia and other eligible investors to partner with the Council in servicing and developing Madona High Density Residential Township (Tsholotsho Local Board Area, Matabeleland North) under a Public-Private Partnership (PPP).
The proposed development comprises 644 residential stands, 2 flat sites, 24 commercial sites, 1 fuel filling station, 5 institutional sites, 1 public park, 1 open space, public facilities and associated infrastructure on approximately 43.54 hectares. The successful partner shall finance, design, service and develop the township.
Scope of works includes engineering designs and statutory approvals; EIA approval; surveying and title surveys; water supply and reticulation; sewer reticulation; surfaced roads and stormwater management; electricity reticulation and street lighting; public amenities; and complete servicing and handover.

- Detailed Company Profile.
- Certificate of Incorporation and company registration documents.
- Valid Tax Clearance Certificate.
- Proof of capacity adequate to finance the developments.
- Evidence of experience in similar township/infrastructure development projects.
- Proposed PPP implementation and financing approach.
- At least three (3) contactable references for similar projects completed within the last five (5) years.
Only shortlisted applicants will be invited to submit detailed Technical and Financial Proposals. The site visit on 28 September 2026 is compulsory.
