Health and Safety Officer

To implement and oversee safety policies and procedures on construction sites and ensure a safe working environment for all personnel — conducting safety inspections, promoting safety awareness, and ensuring compliance with local safety regulations and company policies. (Ref: 26826.)

Role context
- Systems & compliance: develop, roll out and maintain the Site Safety & Health Management Plan in line with the Construction (Safety) Regulations SI 68/1990, NSSA requirements and ISO 45001; prepare legal appointments (e.g. 7(4) Construction Safety Officer) and maintain statutory registers, permits to work and safe work procedures.
- Risk management: lead baseline, issue-based and continuous risk assessments (HIRA) for earthworks, civils, structural, mechanical, electrical and piping (SMEP) activities and dam construction; approve contractors' JSAs and method statements; maintain the Construction Risk Register.
- Training & competence: induct all employees, contractors and visitors; facilitate Working at Heights, Confined Space Entry, Hot-Work, Defensive Driving, First Aid & Firefighting; coach supervisors on behaviour-based safety and visible felt leadership.
- Inspections & monitoring: daily area inspections and weekly cross-functional audits (scaffolding, cranes, excavations, temporary electrics, PPE, hazardous substances, camp hygiene); trend TRIFR, LTIFR, near misses and observations for the Weekly Construction Review and Monthly Steering Committee.
- Incident management: lead investigations (ICAM/5-Why) and agree corrective/preventive actions; arrange medical surveillance and champion wellness campaigns.
- Emergency preparedness: maintain the Site Emergency Response Plan; run drills for fire, pit wall failure, vehicle rollover and haz-chem spills; ensure emergency equipment is inspected and functional.
