Manager, Internal Audit (Grade D3)

The Zimbabwe Independent Complaints Commission (ZICC) invites applications from suitably qualified, ethical and results-oriented candidates for the position below. It is one of thirty (30) positions, comprising thirty-five (35) posts, advertised in the Commission's External Circular No. 1 of 2026 (reference ZICC/HR2/2026), issued on 21 October 2026. The Commission is the independent mechanism required by section 210 of the Constitution of Zimbabwe, established under the Zimbabwe Independent Complaints Commission Act [Chapter 10:34]. It receives and investigates complaints from members of the public about misconduct by members of the security services, and provides for the remedying of harm caused by such misconduct. Its core values are Independence, Justice, Truth, Transparency and Integrity.

Position 3: MANAGER, INTERNAL AUDIT (1 post).

Reference: ZICC/HR2/2026/03. Grade: D3. Reports to: Audit Committee (functionally); Executive Secretary (administratively). Employment: permanent. Duty station: Head Office, Harare. Closing: 30 October 2026, 16:30 CAT.

Purpose of the position

Provide independent, objective assurance and advisory services that strengthen governance, risk management and internal control across all directorates of the Commission.

Key performance areas

• Risk-Based Audit Planning and Execution: prepare and implement an annual risk-based internal audit plan aligned with the Commission's strategic goals and the IIA International Professional Practices Framework (IPPF); oversee operational, financial and compliance audits.
• Audit Reporting and Follow-Up: direct the preparation of objective, evidence-based audit reports on control deficiencies and risks, with practical recommendations; track implementation of internal and external audit action plans.
• Risk and Controls Advisory: work with heads of department to embed internal controls and risk mitigation into operational workflows, procurement processes and financial systems (e.g. SAP, Sage).
• Audit Committee Support: advise the Audit Committee and compile quarterly internal audit packs, governance briefs and external auditor liaison reports.
• Leadership and Quality Assurance: supervise internal audit staff, conduct performance appraisals, lead capacity building and uphold professional auditing ethics and objectivity.

Qualifications and experience

• Bachelor's degree in Accounting, Internal Auditing, Finance, Risk Management or a recognised equivalent.
• A relevant Master's degree (MBA, MBL, MSc in Risk Management, Finance or Auditing) is an added advantage.
• Full professional qualification and membership (e.g. CIA, ACCA, CIMA, CA(Z)/ICAZ).
• Minimum of four (4) years of progressive experience in internal auditing, financial compliance or risk assurance in the public sector or an established corporate organisation.
