Monitoring, Evaluation and Learning (MEL) Officer

About the Role
A MEL Officer to support GSF's growing portfolio of reparative-measures projects, keeping evidence, learning and accountability at the centre of its work with survivors of conflict-related sexual violence. Two-year contract (possible extension), full-time (40 hrs/week), reporting to the MEL Lead. Start: November 2026. Location: Europe/Africa (UTC -1 to +3).
Responsibilities
- Country- and global-level monitoring: support monitoring activities, report against KPIs, and assist routine reporting with accurate, timely indicator data.
- Evaluation and evidence generation: coordinate mixed-method impact evaluations with survivors; oversee data collection (e.g. Kobo Toolbox) with ethical, survivor-centred rigour; analyse quantitative and qualitative data (Excel, Stata, Power BI, NVivo); write evaluation reports.
- Learning and adaptive programming: facilitate reviews and lessons-learned workshops; promote use of evidence for adaptation and decision-making; draft learning notes and tools.
- MEL systems: refine theories of change and logframes; train partners and country teams on MEL methods.
- Cross-functional collaboration and representation, including international travel (~20%).

Requirements
- Advanced (Master's-level) university degree in Social Sciences, Education, Development Studies or a related field.
- At least 5 years' professional experience in monitoring, evaluation, research and/or learning roles.
- Demonstrated commitment to ethical research, safeguarding, confidentiality and protection of survivors; strong writing and reporting skills; excellent communication with diverse stakeholders.
- Fluency in English required; French, Spanish and/or Arabic an asset. Experience with survivors of conflict-related sexual violence, GBV, SRHR, and/or evaluations involving children an asset. Knowledge of reparations processes and survivor-centred approaches.
