Project Background: The Horticulture Enterprise Enhancement Project (HEEP) is an eight-year development project financed jointly by the International Fund for Agricultural Development (IFAD), OPEC Fund and the Government of Zimbabwe. HEEP supports the transformation of smallholder horticulture in Zimbabwe through the Village horticulture model and the 4P hub and spoke horticulture development, focused in four provinces: Matabeleland South, Masvingo, Manicaland and Midlands.
Overall Scope of Work: The Monitoring & Evaluation and Planning Assistant will provide support in the effective implementation of the M&E system and contribute to the generation of evidence and knowledge for HEEP.
Main Tasks and Responsibilities:
- Support in implementing the M&E system: assist with the revised project Logframe matrix (gender-sensitive indicators), the Annual Work Plan and Budget, the overall M&E framework, and reporting against key indicators.
- Assistance in managing the Management Information System (MIS): develop data collection formats, ensure gender-disaggregated data management, define requirements for web-based online MIS and offline tablet devices, and support procurement of survey providers.
- Capacity building and training: contribute to a capacity-building plan, training modules and operation manuals, and conduct cascade training for M&E staff.
- Reporting and communication: consolidate gender-sensitive progress reports and identify areas of concern with remedial measures.
- Field visits and support: accompany the M&E and Planning Specialist on field visits and support implementation of supervision mission recommendations.
Qualifications and Competences:
- Master's degree in Agriculture, Economics, Statistics, M&E, Development Studies, Rural Development, Planning or a related field.
- Solid knowledge of participatory M&E approaches and development of performance-based indicators.
- Demonstrated experience in data collection, data entry, data analysis and design of management information systems.
- Excellent analytical and report writing skills; excellent spoken and written English.
- Strong knowledge of MS Excel, Word, Access, PowerPoint, STATA and other data analysis software.
Required Work Experience: At least 5 years of work experience with M&E design, planning and implementation of M&E systems, data management and analysis, capacity building and training, use of Geographic Information Systems technologies, and knowledge management strategy development.
Mode and Duration of Contract: The initial contract will be one year, renewable based on performance.
