About the Role
Job Purpose
The Accountant provides effective financial management, accounting, budgeting, financial reporting and internal-control services that support the Authority's regulatory, market-development, research, compliance and project-implementation functions, ensuring accuracy and integrity of financial records and compliance with the Public Finance Management Act, applicable accounting standards, Treasury regulations and AMA policies.
Key Responsibilities
- Prepare monthly, quarterly and annual financial statements and management accounts.
- Maintain accurate accounting records, including the general ledger and subsidiary ledgers.
- Process payments, receipts, journals and bank reconciliations.
- Prepare and monitor departmental and project budgets and report variances.
- Manage accounts payable and accounts receivable.
- Maintain the fixed-asset register and oversee asset accounting.
- Support revenue accounting, including levies, fees, licences, permits and other statutory income.
- Ensure compliance with tax obligations, including VAT, PAYE, NSSA and other statutory requirements.
- Prepare cash-flow forecasts and support treasury management.
- Coordinate annual audits and implement audit recommendations.
- Strengthen internal controls and safeguard organisational assets.
- Produce financial reports for management, the Board, Government and development partners.
- Support procurement processes through financial evaluation and budget verification.
- Assist in developing and reviewing financial policies and procedures.
- Supervise finance assistants and provide technical guidance where required.
Requirements
- Professional qualifications such as ACCA, CIMA, CA(Z) or CIS are an added advantage.
- At least 3–5 years of relevant accounting experience, preferably in the public sector or a statutory body.
- Knowledge of International Public Sector Accounting Standards (IPSAS) or IFRS, as applicable.
- Experience with accounting and financial-management systems.
- Strong financial analysis, budgeting, reporting and public-finance knowledge; high integrity; proficiency in Microsoft Excel and accounting software.
