Manager Foreign Service

The Public Service Commission is inviting applications for Manager Foreign Service, Harare. The position supports staffing needs for Zimbabwe's Foreign Missions through collaboration with the Ministry of Foreign Affairs and International Trade, the Office of the President and Cabinet, Treasury, and other Ministries, Departments and Agencies represented at missions.

Role overview

The Manager of Foreign Services is a key leadership position mandated to address staffing needs for diplomatic missions. The successful candidate is expected to possess strategic leadership and advisory skills, change-management expertise, strong negotiation and diplomacy skills, and public-sector reform experience to enhance Zimbabwe's diplomatic presence through effective human-capital management.

Requirements and qualifications

• A Bachelor's Degree with a bias in Human Resources, Occupational Psychology or equivalent (a relevant Master's degree is an added advantage).
• A minimum of six (6) years of relevant professional experience at Officer level or equivalent.
• Proven experience in Human Resources Management in the Public Sector.
• Strategic leadership and advisory skills; change-management expertise; strong negotiation and diplomacy skills; proven public-sector reform experience.
• Good analytical, organisational and counselling skills and capacity to multi-task.
• Knowledge of Public Service regulations, statutes and circulars.
• Practical knowledge of MS Access, Word, Excel and HRMIS.
• Knowledge of world dynamics; excellent written and oral English (a local language is an added advantage).
