SHEQ and QA/QC Officer (NDT and Inspections, Paterson C3)

NDT AND INSPECTIONS: SHEQ and QA/QC Officer, Paterson C3.

Reports to: Competent Persons, with direct access to the General Manager on safety matters.

Direct reports: none.

Location: Harare office and all field sites; the scope covers every division.

Grade: Paterson C3, Band C, process decisions (skilled, professional and supervisory roles).

Job purpose

Custodian of the integrated safety, health, environment and quality management system for the whole Zimbabwe operation: field safety practice across all divisions, and the quality controls that make inspection, NDT and calibration results defensible to clients, CAAZ and SADCAS.

Key responsibilities

• Prepare and review risk assessments, method statements and job hazard analyses for every field deployment, including drone operations and workshop activities, and coordinate site inductions, permits and medical surveillance with client safety departments.
• Conduct safety inspections and audits across all divisions, and investigate incidents and near misses, tracking corrective actions to closure.
• Manage PPE, emergency preparedness, toolbox talks and safety training.
• Check inspection and NDT reports for procedure compliance before sign-off, and keep the calibration register for all instruments, reference blocks and standards, withdrawing out-of-calibration items.
• Control management system documents and records, and run non-conformance, corrective action and internal audit processes against ISO/IEC 17020, ISO/IEC 17025 elements, ISO 9001, ISO 45001 and ISO 14001, preparing the company for client audits, CAAZ oversight and SADCAS assessments.
• Exercise the authority to stop unsafe work anywhere in the operation, reporting immediately to the General Manager.

Legal and compliance requirements

• Supports the employer's duties under the Factories and Works Act [Chapter 14:08] and SI 68 of 1990: PPE provided and maintained, accidents notified to NSSA in writing within 14 days, serious or fatal ones immediately.
• On mines, supports compliance with SI 109 of 1990 (including Part XI on inspection and accidents), SI 182 of 1995 and Pneumoconiosis Act [Chapter 15:08] medical certification, through the mine's own reporting procedures.
• Maintains the aviation safety management system required by SI 271 of 2018, s24 (safety policy and objectives, risk management, assurance and promotion), and supports accident and incident reporting under s34 and SI 78 of 2018.
• Manages waste, batteries, electronic waste and NDT consumables (penetrants, couplants, magnetic inks) in line with the Environmental Management Act [Chapter 20:27].
• Maintains the quality records, calibration traceability and audit evidence SADCAS accreditation requires under ISO/IEC 17020 and, where applicable, ISO/IEC 17025.

Qualifications, registrations and experience

• Diploma or degree in safety, environmental health or quality management, with SAMTRAC, NEBOSH or equivalent, ISO 9001 and ISO 45001 internal auditor training, and ISO/IEC 17020 and 17025 awareness.
• Three or more years' SHEQ or QA/QC experience in mining or industrial operations.
