About the Role
The Chief Executive Officer is the Accounting Officer and Chief Advisor of Council, providing overall leadership in service delivery and strategic direction. Reports to the Council Chairperson.
Duties:
- Spearhead Council vision, mission, values and goals; formulate and supervise implementation of council strategy.
- Provide technical, legal and administrative advice to Council and committees.
- Ensure effective monitoring and evaluation of service delivery; facilitate implementation of council resolutions.
- Promote the council's image through sound stakeholder management.
- Oversee effective management of financial and non-financial resources, including budgeting and auditing.
- Preside over management meetings and ensure Heads of Departments implement resolutions.

Requirements
- Minimum of a Degree in Administration, Local Government, Politics, Business, Social Science, Engineering, Finance, Law, Planning or Rural Development from a recognised university (a Master's is an added advantage).
- At least 4 years' post-qualification experience at Middle or Senior Management level.
- At least 35 years old and mature; clean driver's licence; no criminal record.
- Clean record of service within the Public Service; must be a Zimbabwean citizen.
