Director — Complaints Handling, Investigations and Administrative Justice (E3)

About the Role
Reporting to the Deputy Executive Secretary – Programmes (Head Office, Harare), the Director provides strategic leadership and oversight of the Complaints Handling, Investigations and Administrative Justice Department.
Duties:
- Provide strategic leadership of investigations and ensure quality-assurance standards and best practice.
- Translate organisational goals into investigation plans with clear outcomes and impact metrics.
- Advise Executive Management on systemic risks, patterns of human-rights violations and policy gaps.
- Establish KPIs and quality-assurance frameworks; drive data-driven insights for policy reform and prevention.
- Represent the Commission at high-level forums; build and lead a high-performing investigations team.
- Oversee resource allocation and budget planning; follow up implementation of Commission decisions.
Duties:

Requirements
- A Bachelor of Laws (LLB) degree (a Master of Laws in Human Rights or related is an added advantage).
- At least 10 years' experience in a similar environment, with extensive management experience.
- Exceptional leadership and people-management skills; strong investigative, analytical and conceptual abilities.
- Highly ethical and organised; excellent oral and written communication; knowledgeable in human-rights and administrative-justice frameworks.
