Procurement Officer
About the Role
Key duties
- Coordinate day-to-day procurement in line with the Public Procurement and Disposal of Public Assets Act (PPDPA) and Council's procurement policy.
- Prepare procurement plans, bidding documents, requests for quotations and tender advertisements.
- Service the Procurement Management Unit and Evaluation Committee (minute-taking and record-keeping).
- Evaluate bids and quotations; prepare evaluation reports and recommendations for award.
- Maintain an up-to-date supplier database, contracts register and procurement records.
- Monitor contract performance, delivery schedules and compliance.
- Liaise with PRAZ on regulatory and compliance matters; prepare periodic procurement reports.
Requirements
- A Degree or Diploma in Purchasing and Supply, Procurement Management, Business Studies or an equivalent (a CIPS qualification is an added advantage).
- At least two (2) years' relevant post-qualification experience in procurement, preferably in a local authority or the public sector.
- Sound knowledge of the PPDPA Act and related regulations.
- Strong negotiation, analytical and report-writing skills.
- Proficiency in MS Office; high level of integrity and ability to work under minimum supervision.
