Deputy Secretary — Operations (1)

About the Role

Reports to the Secretary. Assists in executing the Commission's mandate and spearheads policy and programme formulation for enhanced service delivery.

Duties:
- Coordinate periodic audits and inspections of agricultural land, policy recommendations, R&D, and the investigation and determination of land complaints and disputes.
- Supervise General Managers and Provincial Heads; coordinate implementation of Commission resolutions.
- Lead strategic planning and institutional performance management; ensure statutory and governance compliance.
- Coordinate annual budgets and work plans; spearhead resource mobilisation; act as Secretary when delegated.

Requirements

- Bachelor's degree in Land Administration, Natural Resources Management, Environmental Sciences, Agriculture, Rural and Urban Planning or related; a Master's in one of these is a must (MBA/MBL an added advantage).
- Minimum 10 years' relevant experience in Land Management/Administration, Land Auditing or Natural Resources Governance, with at least 5 years at Director level in the public sector.
- Deep understanding of Zimbabwe's land issues, tenure systems and policies; knowledge of GIS and digital land information systems.
- Proven strategic leadership, policy formulation and executive management; high integrity and confidentiality.
